They are trying to bring your happiness back, forcibly.
Sparks are a sort of poetic representations of your liveliness or activeness. The holograms, during the course of the war planned to re-present intense actions and alertness through something.
In Collaboration with the Holograms at the Main City Board of Sciton, these computers created sparks which then resided in millions underneath the city. They could be programmed with anything to gain instant result. But Navarro decided to actually program them with Deep Perception.
