Navarro and Metanor are both the land's darlings. Both the rulers, by their own merit. One is official while the other showed severe audacity to stand for what is right. For the people. For the good of the future. 

While it is obvious about Navarro's evil-mindedness, not the entire planet was against him. Most of the residents actually failed to understand the long term effects of the circuit. As life has already turned monotonous because of the complete development of Science, people actually embraced this challenge. These people failed to put a deep thought into the matter. 

Metanor on the other hand was seen as a person who protested against something built in us, naturally. Again, by the same people. Over time, these people got active and convinced the others of the same. While some dismissed by stating the true facts, others did join the rally to stand against Metanor. 

But when the war shaped up in a way not to involve any of the residents, the people felt betrayed. Some of the many Navarro supporters gave another go at the thought of the Circuit. They grew worried. Nothing could be done by anyone. Some still stood staunch on their belief. 

This caused the people to adopt a more neutralist approach. Just stay and watch the happenings. Perhaps good will always win. 

The stand against Metanor was further strengthened by the rumor that this mind control could actually make them the most powerful creatures in the entire universe, in the long run. This formed the basic reason why none of the Navarro's activities came under public scrutiny. While not many complained against the exile of Metanor. 

But those few loyal to Metanor tried to go to Earth, learn the Circuit and become a soldier for his support. Some did succeed, while the others were succumbed by the gravity of responsibilities it brought.
